Key findings
The cheapest lever in the gifted cluster: a <1-hour universal screen tripled disadvantaged gifted placement with standards unchanged. Identification, not ability, is the bottleneck — and subjective referral is the failure point.
Genetic confound
Thresholds fixed, so gains = previously MISSED high-ability children. Hereditarian-consistent: high ability exists across demographic groups; referral pipelines fail to find it.
