Math-fact fluency and timed practice (and the anti-timed-test claims)
Timed retrieval practice builds arithmetic automaticity — beating identical untimed tutoring head-to-head — and the anti-timed-test harm claims have no causal evidence.

Building arithmetic-fact automaticity through practice — including brief TIMED retrieval practice — works: the best RCT shows speeded practice beating identical tutoring with untimed practice (d=0.51 head-to-head) with no word-problem cost, and the independent 994-student replication shows +0.34 on a standardized measure. The anti-timed-test movement's causal claims (timing causes anxiety, memorization harms) have NO experimental support; its citation base is documentedly misrepresented. Caveat: fluency is a NARROW skill — it doesn't transfer even to adjacent skills, so it's a component, not a program.
Build fact automaticity deliberately: brief (1-5 min), frequent, LOW-STAKES timed retrieval practice on already-taught facts with feedback — layered on conceptual instruction, not replacing it. Keep it private and low-pressure (the surviving kernel of the critique). Don't expect fluency drills to teach problem-solving; that needs its own instruction.

Verdict
Fact fluency is where the cognitive-load story pays off concretely: automatic retrieval of arithmetic facts frees working memory for multi-step work, and deliberate practice — including timed practice — reliably builds it. The causal evidence is unusually direct: Fuchs 2013 (591 at-risk first graders) shows five minutes of speeded retrieval practice beating the identical tutoring with untimed practice (d=0.51 head-to-head), with no cost to word problems and no attitude/motivation differences — and the effect was compensatory, letting weak reasoners catch up. The anti-timed-test movement fails evidence review. Its founding claims — timed tests trigger math anxiety ("for about one third of students"), memorization is damaging — have zero experimental support: the only direct experimental manipulation of timing (2024) found no anxiety difference; the "one-third" figure is circular self-citation; key citations are documented misrepresentations (the misused author on record; the flagged California-framework citations quietly fixed). The cross-lagged developmental data run the opposite direction: being bad at math predicts becoming anxious about it at least as strongly as the reverse — so building competence is the anxiety intervention the evidence supports. The honest boundary: fluency is narrow. Powell 2009: huge gains on trained retrieval, zero transfer even to double-digit computation, and no response from the lowest-ability comorbid subgroup. Fluency is a necessary component, not a math program.
Hereditarian-lens assessment
Risk: low (RCT base). Two lens findings: (1) the Fuchs ATI is gap-narrowing — speeded practice made outcomes less dependent on (heritable) reasoning ability; (2) the anxiety literature's confound is exactly what the lens predicts: low heritable ability drives both poor timed performance and later anxiety, so blaming the test format mistakes a marker for a cause.
What survives from the critique
Acute evaluative pressure (public display, high stakes) genuinely impairs performance (Beilock's choking studies), and anxiety→performance paths emerge in adolescence. Implement timed practice low-stakes, brief, private, on taught content, with feedback — which is precisely what the WWC recommends — rather than public speed competitions.
Practical guidance
- 1–5 minutes of timed retrieval practice, several times weekly, on already-taught facts with efficient strategies and immediate feedback — embedded in conceptual instruction.
- Keep results private and stakes low; track personal improvement, not class rankings.
- Durability is unmeasured (no ≥1-year follow-ups in this literature) — maintain fluency with spaced cumulative review rather than one-and-done units.
- Teach word problems separately (schema instruction); fluency won't produce them.
